POLICE INCIDENT REPORT

OFFENCE
[6755 Public Nuisance, 3rd degree, involving pet]

OFFENDER
[Mr Z]

VICTIM
[Mr Y and his dog, henceforth ‘dog’]

SYNOPSIS
On or about 1.30pm on 21 October, 2009, Mr Y was walking his dog, of no certain race, in Park of Hope. A leash was in use, as required by city regulations. Said dog was suffering from various ailments, most attributable to old age. Specifically, dog had two hind paws bandaged. Bandage caused dog to drag both feet, yet dog was, to all appearances, enjoying said walk.
Near a tree, where dog was sniffing for an extended period of time, Mr Y noticed a man standing very close to him and dog.
Man, later to be identified as Mr Z, was staring at dog.
Mr Y was not surprised as many passers-by observed dog’s state of health with pity and some even commented ‘AHHHHHH.’
Mr Y actually turned his back to Mr Z and attended to his cell phone in order to text a person Mr Y refused to divulge the identity of.
Next thing Mr Y saw was Mr Z, apparently having picked up dog in a quick and stealthy manner, holding it with both arms, close to his chest, stroking it and showing signs of emotional distress and heightened feelings for the assumed suffering of dog.
Mr Y, assessing the situation as ‘awkward,’ asked Mr Z to release dog and put it down on the ground, preferably next to the tree, the trunk of which dog had been sniffing previously.
In reply, Mr Z said “But it was limping,” and then he added “limping — limping bad.”

Upon Mr Y’s insistence, Mr Z released dog and let it go back to tree trunk of dog’s apparent preference.
While Mr Y does not wish to press charges against Mr Z, he insists on the recording of Mr Z’s behaviour and action as an occurrence of ‘unstable behaviour’ and ‘attempted false imprisonment of a canine animal in a public space.’
